The Royal Borough has 16 wards with three councillors representating each ward. The present political composition is 21 Conservative Councillors; 27Lib Dem Councillors The wards are grouped into four neighbourhoods, with Tudor Ward being part of the Town Neighbourhood.

The Royal Borough is divided up into four Neighbourhoods, Kingston Town; Malden & Coombe; Surbiton; & South of the Borough; each responsible for local issues such as traffic, parking, planning applications, parks and open spaces and local libraries. Kingston Town Neighbourhood is made up of Tudor, Canbury, Norbiton & Grove Wards and meetings are held at the Guildhall. Local people are able to ask questions, present petitions and give their views on the issues that
the committee is looking at.
